Most people in the UK today enjoy central heating in their home, and also appreciate the comfort which can be provided by air conditioning while they are shopping or travelling in their cars; resultantly, they tend expect more in their place of work.

As a customer, we are less likely to browse in or return somewhere that does not make us feel comfortable.

Reasonable evidence is now available which supports the business case for managing temperature within the workplace. Recent scrutiny has revealed evidence that concentration is reduced, with the ensuing effect on output, in a workplace which is either too hot or too cold. Resultantly, workers can become irritable and feel tired - lack of concentration may also lead to greater risk of accident.

Acceptable Workplace Temperatures

A comfort zone of between 16C/61F to 24C/72F has been informally suggested as suitable temperature band a majority of work types, with the following recommendations being made by the Chartered Institute of Building Services for temperatures in different work areas:

  • Hospital wards and shops - 18C/64F

  • Heavy work in factories - 13C/55F

  • Office and dining rooms - 20C/68F

  • Light work in factories - 16C/61F

The Minimum Working Temperature

There is a minimum working temperature (enforceable), which is between 13C/55F AND 16C/61F, set by the Health & Safety Executive. Should the temperature in the workplace fall below this, employees have the right to refuse to work. However, an employer is normally allowed an hour, from the start of work, for this temperature to be achieved.

Maximum Working Temperature

Currently, there is not a maximum working temperature set by Health & Safety Regulations; it is however stated that "During working hours, the temperature inside workplace buildings must be reasonable” and The Approved Code of Practice (ACOP) to the regulations has set out that "all reasonable steps should be taken to achieve a comfortable temperature".
